Elections to be held Nov. 14
The dissolution of Parliament is unavoidable. Early legislative elections and a presidential poll, in the event of a positive outcome at the September 5 referendum, will take place on the same day, most likely November 14. This information was confirmed yesterday by three representatives of the Alliance for European Integration during an evening talk show on TV7 channel, Info-Prim Neo reports.
The talk show confronted Lib-Dem Mihai Godea, Democrat Oazu Nantoi and Liberal Boris Vieru, representing the ruling Alliance, and Communist Party Secretary Iurie Muntean, who reiterated his party's intention to boycott the September 5 poll.
Oazu Nantoi blamed the Communists for their “destructive position” on December 7, 2009, when Parliament failed to elect a president, the Alliance's nominee Marian Lupu, which led to the necessity of dissolving Parliament and holding early parliamentary elections
The referendum is the only way of unblocking the situation, argued Mihai Godea, who was supported by Boris Vieru.
Asked whether the PCRM would have the moral right to propose a candidate for president if the referendum yielded a positive result, Communist Secretary Iurie Muntean said his party was not against a direct popular vote for the president and the referendum as a means of asking the will of the people, but it was boycotting the September 5 referendum because of the electoral amendment that lowered the required voter turnout to 16.5 percent, from three-fifths as it was during the Communist government.
“The purpose of this referendum is evident: they want to avoid early parliamentary elections. Another proof of that is the fact that we called insistently on the Alliance for European Integration to pass an amendment to Art.78 of the Constitution in Parliament, in the variant proposed by them and approved by the Constitutional Court. But all that we heard in reaction were immature statements like “we don't trust the Communists”, said Muntean.
The Communist MP reiterated that the only condition for the amendment of Art.78 was the immediate dissolution of Parliament and the calling of early elections. “But they preferred to spend 40 million lei on a referendum that nobody needs. We, too, know that 70% of the population want to vote directly for a president. But we also know that 75% want snap parliamentary elections. And (acting President) Ghimpu has said many a time that there will be no elections. And I believe him, knowing that these elections will disadvantage him”.
Mihai Godea replied that if the Alliance had “swallowed the Communists' bait” there would have never been any amendment.
The Alliance representatives confirmed they had a common staff for the referendum, but specified that it wasn't the only decision-making center. “This isn't an electoral bloc that we are creating. Each party will follow its own way, addressing its own base voters. This campaign staff has the sole purpose of coordinating the Alliance's efforts. Each of us has to find arguments to convince the Moldovan people that on September 5 we have the possibility to take a step toward political stability”, said Oazu Nantoi.
Concerning the turnout, Liberal Boris Vieru said he was confident it would exceed 50%, as Oazu Nantoi argued the turnout was lowered because it wasn't fair that politically inactive people could dominate the active ones.
The referendum ballot will contain a single question: Do you consent to direct popular vote for the president?
