The election campaign for the second round of voting, which lasted for less than two weeks, was much more dynamic, but also different from the campaign for the June 5 local elections, consider experts of Promo-LEX Association. The distribution of electoral presents, use of administrative resources and the acts of electoral hooliganism are common elements, Info-Prim Neo reports. According to Promo-LEX, for the first time in Moldova there was recorded such a large number of challenges for recounting the votes. Corneliu Cirimpei, network coordinator, said that 52 vote recount applications were submitted in 21 electoral districts. At least 25 of them concerned the post of mayor, while the rest – the post of local councilor. Of the total challenges filed, the courts accepted 23 and rejected 25. Four of the applications are being examined. The observers of Promo-LEX reported that the number of meetings with the voters was much lower than in the previous campaign. However, the election runners continued to organize concerts for the voters after the meetings. As regards the use of administrative resources, Corneliu Cirimpei said the PLDM’s candidate in Dubasarii Vechi village of Criuleni district used the office situated inside the local health center to campaign during an ordinary meeting. The PCRM’s candidate in Cosnita village of Dubasari district used the car of the City Hall. The observers also reported at least 11 news cases of electoral present giving. In half of these cases, the presents offered to the voters had the symbols of the Democratic Party on them. Corneliu Cirimpei also said that other cases witnessed in the election campaign include intimidation and use of physical and psychological violence. Promo-LEX reported nine cases of the kind. “Regretfully, the election campaign preceding the second round of voting was accompanied by cases of electoral hooliganism such as destruction of electoral materials, damage caused to the houses or property of the candidates and persons close to them,” said Corneliu Cirimpei. In Hristici village of Soroca district, unidentified persons threw human waste onto the house of the Liberal Party’s candidate for mayor. In Ungheni town, individuals put the picture of the Communist Party’s candidate for mayor at a wreath making unit. Pavel Postica, senior analyst in the monitoring effort of Promo-LEX, said that at least 51 voting reports were compiled mistakenly. In two cases, the electoral documents were lost. In Edinet, there was lost the sack with electoral materials of a polling place of Bratuseni village. Some of the members of the electoral offices refused to work in the second round of voting as they are dissatisfied with the remuneration paid to them. In conclusion, Promo-LEX recommended simplifying the procedure for verifying the correctness of the vote count, carrying out campaigns intended for runners and voters to promote a calm and civilized behavior in the election campaign, and setting minimum standards as regards the technical conditions and logistic equipment of electoral bodies’ offices.
