Education Ministry against naming school managers for life

The Ministry of Education intends to propose new regulations concerning the appointment of school managers, Minister Maia Sandu announced in a meeting. According to her, the manager should deal more with such aspects as financing and the human resources policy, IPN reports.

“We must invest a lot in these people because they didn’t learn what financial management and human resources are. We need an institutionalized formation system. The teacher training institutions should provide courses by which the people can receive training,” said the minister.

Maia Sandu also said that she does not agree with the current conditions, when about 30% of the school managers are named for life. “How can we make a person responsible for the results if there are no relevant instruments?” she asked. According to her, a contest should be staged once in five years to fill this post as the contest is a competition.

Maia Sandu stated that the problem of teaching staff in Moldova is a very serious one. The last census of 2012 showed that 18% of the teachers are of retirement age, while 8% are of pre-retirement age. Therefore, about 26% of the teachers will be soon of retirement age.

Another problem is the fact that 21% of the teachers now teach two school subjects that are not related. There are also teachers who teach up to seven subjects.

The minister said the education sector is not attractive for a number of reasons, including the low salaries, the unsatisfactory work conditions, and the lack of an appropriate job promotion system. Thus, the remuneration method should be reviewed and there should be worked out an attractive job promotion system.
