Representatives of the Ministry of Economy and Infrastructure said that most of the entrepreneurs meet the new European requirements and standards and supply end-users with building materials and products that are of a high quality and safe. According to them, progress started to be made. The issue was discussed in the context of the municipality’s statements about the business entities’ unwillingness to supply asphalt that meets the new standards so as to perform current repair works on the streets of Chisinau, IPN reports.
Mihail Lupașcu, secretary of state at the Ministry, in a news conference said the Government decision to approve the new requirements took effect in August 2018. Under this, the compliance and quality of the products that are placed on the market is ensured by implementing over 400 European standards. A period of four years and four months was offered to ensure the gradual switchover from the GOST standards to the new requirements. All kinds of training sessions were staged for business entities and specialists from the economic sector.
Gheorghe Croitoru, division head at the Ministry, referred to asphalt concrete, saying its compliance is certified through accredited labs. At tender contests, the beneficiaries can check the presence of the performance statement when the bidders are assessed.
Attending the conference, Victoria Prisac, who heads the Professional Metrology and Quality of Products Employers’ Association, said the new standards became mandatory on February 1, 2021. The switchover was difficult, but many complied. The laboratories adjusted their equipment and a lab covers 99% of all the attempts that can be made for asphalt mixes. Certificates for concrete and concrete elements were issued and performance statements were placed on the market based on these. The mechanism is developed continuously.
Eugenia Spoială, director of the National Accreditation Center of the Republic of Moldova (MOLDAC), noted that as regards constructions and roads, two product certification bodies were accredited to assess products to determine their compliance with the European standards. Five independent, impartial laboratories were accredited to perform all the methods for determining the quality and safety of products according to European standards. The labs need yet appropriate equipment to apply a series of attempt methods. There were submitted two more applications to extend the areas for European standard methods referring to constructions and roads.
Earlier, the mayor of Chisinau Ion Ceban said the municipality continues to be blocked by the Ministry of Economy and Infrastructure in the process of stopping up holes on the streets of the capital city. The municipality launched the tender contest to purchase hot mix asphalt and was waiting for bids.
