Electronic trading expands in Moldova
An increasing number of consumers in the Republic of Moldova make purchases online. The significant rise in cashless payments made by the citizens of the Republic of Moldova, especially the cashless payments through electronic trading platforms in 2020, is a proof of this. In 2020, the cashless payments made with cards issued in the Republic of Moldova within 70.3 million transactions came to 21.8 billion lei. Of all the cashless payments, approximately 11 million payments were made without the physical presence of the card, through electronic trading platforms, these representing 15.7%. Of these, 2.7 million operations were performed through e-trading platforms in the Republic of Moldova, while 8.3 million through e-trading platforms abroad.

CC declares unconstitutional amendment adopted to Insolvency Law
The Constitutional Court (CC) today declared unconstitutional the amendments adopted by the MPs of the Party of Socialists and the Shor Party to the Insolvency Law in the nocturnal meeting of December 16, 2020. The Court restored the previous provisions of the law following a challenge filed by PAS MP Lilian Carp. The MP said the law of December 16, 2020 was adopted by violating the lawmaking procedures. By the challenged law, there was introduced a rule according to which the insolvency institution is obliged to inform the debtor about the submission of the introductive application before the application acceptance decision is issued so as to offer time for formulating the reference. According to the author of the challenge, such circumstances can lead to the diminution of the assets by the debtor, to the detriment of the creditor’s patrimonial interests.

List of products that will represent 50% of length of shelf approved
The Government approved a draft decision that stipulates the list of food products that will be displayed on shelves by sellers in proportion of at least 50% of the linear length of the shelf. Acting Minister of Agriculture, Regional Development and Environment Ion Perju said the list was compiled based on requests made by the business community, including according to production criteria so as to fully supply the home market, in different periods of the year. The list contains a chapter – recommended period – that refers to season fruit and vegetables, but this is recommendatory in character. According to the minister, the approval of this list will not limit the consumers’ choice of food products. The imported products will continue to be present on shelves in stores, while traders can choose the supplier of national products by establishing contractual relations that imply rights and obligations.

NAER intends to modify methodology for calculating and applying oil prices
In two weeks of the entry into force of the methodology for calculating and applying the prices of oil products, the National Agency for Energy Regulation (NAER) wants to modify it. For July 16, it set public consolations on a draft to amend the decision approved on June 14. “The necessity of drafting such a decision as a matter of urgency appeared after the disruption of the imports of oil products on the regional market and the continuous rise in international quotations and is aimed at not allowing possible shortages on the oil market of the Republic of Moldova,” stated the Agency. Five days ago, following reports about the supply of Moldova with oil products, the Agency said the oil market operators work as usual and adjust their commercial policies to the new provisions of the law on the oil products market and to the methodology for calculating and applying the prices of oil products.

Values of profit margins on wholesale of oil products modified
The values of the profit margins on the wholesale of the main oil products and liquefied petroleum gas for the second half of 2021 were modified. This way, for a tone of imported gasoline or diesel fuel, the profit margins will be by 380 lei higher, while for liquefied petroleum gas by 150 lei higher. The Administration Board of the National Agency for Energy Regulation modified the methodology for calculating and applying the prices of oil products. The Agency noted the decision taken today, July 16, will not influence the retail prices of oil products up as the pump price is determined based on parameters set earlier. The decision was taken as a matter of urgency and is temporary. The law on the oil products market that was recently modified will have to be later reviewed.

Traffic restrictions on M1 Leușeni – Chisinau – Dubăsari road
The movement of motor vehicles on the M1 – border with Romania – Leușeni – Chisinau – Dubăsari – border with Ukraine road will be restricted in the period between July 19 and the end of June 2022. According to the State Road Administration, repair works on the bridge will be performed in the period. Traffic will be diverted to the R4 R6 – Goian – Criuleni – M1 and G72 R6 – Braniște – Criuleni roads. Drivers using the M1 road are asked to obey the temporary road signs and to bypass the area where repair works will be executed.
