ECHR will pronounce tomorrow the judgement on the case of ex-investigator Grigore Gorea

The European Court of Human Rights will pronounce on Tuesday, July 17, the judgement on the case lodged with the Court by the former officer of the Centre for Combating Economic Crimes and Corruption, Grigore Gorea. The case of Gorea became known to the public opinion in December 2004, on the eve of parliamentary elections, when Gorea made some disclosures in connection with the criminal proceedings against certain functionaries from the City Hall, including the then mayor Serafim Urecheanu. Gorea claimed that the proceedings against the former mayor and the secretary of the City Council, Vladimir Sarban, had been initiated by the CCECC at the direct order of the incumbent Prosecutor General Valeriu Gurbulea, the then deputy prosecutor. Later, both the Centre and the Prosecutor’s Office denied the accusations. Gorea was arrested a couple of months after his disclosures on charges of professional misconduct, and then released from custody. Grigore Gorea relies on article 3 of the European Convention (prohibition of inhuman or degrading treatment) and article 5 § 1 (right to liberty and security) and § 3 (right to be brought promptly before a judge).
