ECHR fines Moldova at first meeting after summer recess

The European Court of Human Rights on Thursday, September 6, found the Moldovan Government guilty in the case of “Ungureanu v. Moldova”. The plaintiff, Petru Ungureanu, worked as manager-in-chief of the State company Inspectorate for the Transport of Freight and Passengers, a subdivision of the Ministry of Transport. Following a job-related conflict with the Ministry, the plaintiff accused the State of violating his rights as a result of delayed enforcement of the judgment in his favour. The Court held that that there has been a violation of Article 6 § 1 (right to a fair trial) of the European Convention of Human Rights and of Article 13 (right to an effective remedy), as well as of Article 1 of the Protocol no.1 to the Convention (protection of property). The Court awarded the applicant EUR 500 in respect of non-pecuniary damage. The Moldovan Government was found guilty of violating human rights in 68 cases examined in Strasbourg, and was obliged to pay damages of about 1.4 million euros, which is the equivalent of more than 20 million lei. About one thousand applications from Moldovan nationals are waiting for their turn to be examined by the Court, which, according to some experts, is the highest number of applications per capita of population.
