eBloc platform to optimize housing and public utilities

A smart management platform called eBloc was created to optimize and digitize housing and public utilities and to offer the dwellers and local public administration the necessary transparency. eBloc is a unique project on Moldova’s territory that was designed in concert with partners from Romania. Currently, a part of the blocks in the Republic of Moldova already use eBloc invoices within condominium co-owners associations, Irina Melnic, development manager of eBloc platform, stated in a news conference at IPN on June 30.

Irina Melnic said eBloc ensures the digitalization, calculation and monthly invoicing of housing and public utilities based on contracts for the provisions of services signed by the housing sector managers with suppliers, providers of public utilities and the local public administration.

“The intermediation invoicing services provided by eBloc include a wide range of concessions and advantages for the client and provider, the local public administration as the enterprise offers not only calculation and bill issuing services, but also the distribution of bills, including to the email address of dwellers. The account is free on the national housing and public utilities platform eBloc, while the access to the mobile application is available both on GooglePlay and on AppleStore”, said the development manager of eBloc.


Sergiu Ceban, vice president of the Union of Condominium Co-owners Associations and SEO (Search Engine Optimization) of the hosing and public utilities management platform ebloc.md, said the mission of the platform is to modernize towns in the Republic of Moldova, by digitizing public utilities. “The first contract was already signed, with the Leova mayor’s office, as part of the project designed in concert with the mayor of the town, Mister Alexandru Bujoreanu, namely Leova – SmartCity 2021. The result of this contract will be a win-win for all the component parts, including for dwellers. Our main goal is to optimize the management of blocks and housing and public utilities and to ease and transparentize the relations between providers, managers, dwellers, consumers and the local public administration and to simplify verification and communication in the activity of managing and providing housing and public utilities,” said Sergiu Ceban.

He also said that eBloc aims to become actively involved in the project to modernize towns in the Republic of Moldova, in the optimization of the relations between citizens and the municipality. “We are convinced that the platform to digitize housing and public services eBloc will make an important contribution to improving the housing sector managing activity. We are sure that the piloted intelligent solution will be a successful component of the project to modernize your town,” stated Sergiu Ceban. He invited other towns in Moldova to join the project to digitize housing and public utilities.
