Early elections and referendum may be held the same day, Marian Lupu

If early legislative elections take place, one of the possible solutions to the problems is to hold the same day a referendum to amend Article 78 of the Constitution so that the head of state is elected in Parliament by at least 51 votes, not 61 votes as now. According to Acting President Marian Lupu, the initiative was put forward by the Liberal Party, but the Democratic Party supports it, Info-Prim Neo reports. In a discussion with the press, Marian Lupu said this proposal appeared as a result of debates within the Alliance for European Integration. “Now that we initiated the procedure for electing the head of state, it wouldn’t’ be correct from legal and moral viewpoints to try to change the rules of the game during the game,” he stated. According to Marian Lupu, such a referendum would provide a guarantee that no political blockages will happen in the future. The Acting President said that the question put in the September 5, 2010 referendum cannot be repeated as the law provides that the same subject can become a referendum question once in two years. The Democratic leader also said that the Liberal Democratic Party has not yet pronounced on the proposal to simultaneously hold early elections and a referendum, but more discussions will follow. The referendum of September 5, 2010 wasn’t validated because of the low voter turnout. The voters were asked if they want the Constitution to be amended so that it allows for the direct election of the President of Moldova.
