Two judges were last year convicted of acts of corruption and this surely affects the image of the judiciary. To change the mentality of society, each judge should be able to prove their noninvolvement in acts of corruption and observe the law, president of the Supreme Council of Magistrates Victor Micu said in the General Assembly of Judges on March 13, IPN reports.
Victor Micu proposed that the Supreme Council of Magistrates should be given the right of legislative initiative so that it could notify the Constitutional Court. He also suggested that the members of the Council should have access to files with state secrets involving public functionaries.
The official said a problem now is the fact that the compatibility of the candidates for the post of judge is determined in the employment process, not at the stage when the persons are admitted to specialized education. “We met with situations when candidates who graduated from the National Institute of Justice couldn’t be named judges because they were incompatible. I suggest examining all the candidates before admitting them to studies because the state spends money on their training, but they do not come to work in the system,” stated Victor Micu.
In the same event, Minister of Justice Vladimir Grosu said that 2015 must be crucial for deepening the reforms in the legal system. “The people’s confidence in justice is under 23%. This figure is alarming. As regards the professional integrity, we are concerned about the integrated case management system. Communication is constrained because we do not make effort to learn how this system works and look for reasons to avoid implementing it,” he stated.
Vladimir Grosu proposed optimizing the judicial map so that the courts of law with a high number of cases could transfer a part of them to the courts with a lower number of cases. Afterward, there will be considered the possibility of increasing the number of judges at some courts. The development partners provided considerable support for doing the justice sector reform and their demands to show results in this sector are justifiable.
