Dwellers will be unable to repair or change building façade

The apartment owners should not modify or repair the façade or other elements of the joint part of the building or they will face penalties, says a bill on condominium that was endorsed by the Cabinet, IPN reports.

Deputy Prime Minister Andrei Spînu, Minister of Infrastructure and Regional Development, said the bill is aimed at enhancing the normative framework on the improvement of transparency and informing of dwellers about the situation of the association of dwellers, control of costs and contribution to the fund and on the regulation of a more flexible decision-making process.

The proposal regulates the method of distributing the costs of the association. The given costs will be sustained by the association based on the decision of the General Assembly of Dwellers.

There will be created a repair and development fund, but payments into this will not be mandatory in the absence of a decision by the General Assembly. Also, the association will be obliged to design an online platform that could be accessed by the apartment owners anytime so as to gain free access to the association’s statutes, functioning regulations and proceedings of the General Assembly.

The new regulations are designed to ensure more efficient informing of dwellers about the situation of the association of which they form part and more transparent control over the costs associated with the maintaining of apartment buildings.
