The dwellers of three apartment buildings located on the streets Nicolae Dimo and Braniste in Riscani district submitted a petition to the Chisinau Municipal Council, demanding that the construction of attic-like apartments on their blocks be stopped. They say the buildings are very old and the ceilings may cave in. On the other hand, Mayor of Chisinau Dorin Chirtoaca says the attic-like apartments are built in accordance with the norms, Info-Prim Neo reports. The petition addressed to the local authorities says that the blocks were built in 1961. The architects and builders designed a foundation for five stories, not more. “From the third floor, the thickness of walls in our buildings starts to decrease in order to diminish the pressure on the foundation. Even if a certain technical-seismological reserve was planned, it gradually disappeared during the 50 years,” reads the petition. The dwellers said that according to modern foreign technologies, the attic-like apartments must be built from light materials, with efficient thermal insulation. Any technical examination of the building will confirm that it is impossible to build more stories on the old houses. It seems that the City Hall and the law enforcement bodies in Chisinau do not see or do not want to see the irregularities and violations committed when building the so-called attic-like apartments. Many people are confused and disoriented. Evident cracks appeared in walls. The doors and windows cannot be opened. The upper layer of terracotta in the bathroom and kitchen started to fall,” said the petitioners. They demand abrogating the decision to approve the strategy for building attic-like apartments in the municipality of Chisinau and immediately stopping the construction works. Mayor Dorin Chirtoaca said in this connection that the attic-like apartments are erected only when the residence structure of the building allows it and if most of the dwellers of the last floor give their consent. “There is a certain discomfort while the construction works are performed, but things definitely improve afterward,” he stated. As to the petition, the mayor said he will ask officials of the Rascani district head’s office to examine the situation.
