Drunken drivers will undergo anti-alcohol and anti-drug training
The motorists driving under the influence of alcohol identified by the traffic police will be forced to attend anti-alcohol and anti-drug courses for payment. The Government approved the relevant amendments to the legislation on November 28.
At the same time, the licensed drivers’ schools will be obliged to include an eight-hour anti-alcohol and anti-drug course in the training programme, also for payment. The lectures will be given to groups composed of 15 persons. The persons that will complete the driver training courses will be able to take the driver’s licence only after they undergo a medical examination at the National Narcology Dispensary or at the territorial narcology offices.
The amendments also say that the drunkenness of the drivers must be confirmed by medical examination and the doctors should take into account the proofs presented by the police.
The medical examination for determining the drunkenness and its nature will be carried out by the psychiatrist-narcologist from the consultative section of the territorial public medico-sanitary institutions or by specially trained doctors that will be confirmed by the Ministry of Health.
The medical examination will be performed on the basis of a card issued by the law enforcement bodies or company administrators as well as at the request of the citizens. These services will be paid from the national public budget.
The necessity of undergoing a medical examination for establishing the drunkenness and its nature can be challenged in court. The discrepancies that will appear between two examination conclusions will be dealt with by a special commission of the Ministry of Health.
The regulations concerning the taking of the medical examination for determining the drunkenness and its nature will be formulated and approved by the Ministry of Health. In case of chronic alcoholism or drug-addictedness, the Minister of Health can propose to declare the person incapable of performing a certain activity, with an increased risk for the period of the illness and for a three-year term since the abusive consumption of alcohol, the illegal use of drugs and of other psychotropic substances is given up. The given person will have the right to a subsequent reexamination.
