Dorin Chirtoaca: Public money should be administered so that municipal budget provides financing, not fills gaps
The General Finance Division of the Chisinau Municipal Council proposed a plan to optimize the use of public money. The document is also aimed at strictly monitoring the collection of revenues into the budget, said the Division’s head Maria Caraus, Info-Prim Neo reports.
“Five major goals are pursued, including the ensuring of an efficient fiscal administration system, the analysis of the collection system and cooperation with the tax inspectorate. Commissions work in the district heads’ offices to assess the financial situation of the economic entities that have debts to the budget. The inefficient facilities will be put up for sale. The City Hall aims to more efficiently use the tangible and intangible assets. The Chisinau Municipal Council is to approve projects that will bring about 40-50 million lei into the budget,” Maria Caraus said at Monday’s meeting of the City Hall.
Mayor Dorin Chirtoaca considers that though the municipality has a small budget compared with the capital cities of the neighboring countries, the money is spent more efficiently. He proposed that the money be distributed under individual subsidies, depending on the major needs such as the supply of food to children and subsidization of trips in urban public transport. The practice of subsidies for heating shows that the costs can be reduced from several hundred million lei to several million lei.
“The public money should be administered so that the municipal budget provides financing and not simply fills gaps,” the mayor said.
The plan of action will ensure the extension of the fiscal basis, the rise in budget revenues, the optimization of the spending, the determination of the priorities on which to spend the money and the payment of credit debts.
