Mayor General of Chisinau Dorin Chirtoaca must submit a plan on how to neuter the stray dogs, drawn up in concert with civil society, to the Municipal Council, representatives of the animal protection nongovernmental organization “Alga” said in a news conference on July 26, quoted by Info-Prim Neo. The organization’s lawyer Ion Dron said that the Chisinau Court of Appeals in May passed a decision whereby the mayor was obliged to present such a plan to the Council. “We did not make that decision public than because it was the election campaign and we did not want to be accused of being politically biased in favor of a party or of having political forces behind,” said Ion Dron. According to the lawyer, the mayor was sued because the stray dogs in the municipality of Chisinau are treated cruelly, even if “Alga” and other volunteers filed a cooperation protocol to the mayor so as to identify civilized solutions to the problem and mechanisms for attracting grants from abroad. Ion Dron said the stray dogs are not euthanized as the mayor asserts, but killed by inhuman methods, including poisoning. “In 2010, the mayor made an order whereby the sanitation division “Autosalubritate” was entrusted with the task of euthanizing all the dogs without an owner. After the given order was made public, we made an inquiry to the Finance Division and received the following response: No financial resources had been allocated from the municipal budget for sterilizing stray dogs in 2007- 2010. Therefore, Dorin Chirtoaca’s statements that the stray dogs are euthanized, made for the foreign press, are false,” said Ion Dron. The NGO “Alga” calls on the mayor to abandon the inhuman methods of killing animals. Otherwise, they will appeal to the Prosecutor General’s Office and ask that the persons who refuse to obey the court decision be brought to trial.
