Twenty functionaries of the Chisinau City Hall have been dismissed during seven years for acts of corruption, Mayor of Chisinau Dorin Chirtoaca said in the talk show “Moldova live” on the public TV channel Moldova 1, IPN reports.
Chirtoaca does not exclude the possibility that there are yet many corrupt functionaries at the City Hall, but considers that they achieved considerable results in this respect compared with other public institutions. “Show me a ministry or another public institution where at least ten corrupt functionaries were discharged. I personally became involved in several cases so that the corrupt servants of the City Hall were arrested,” he stated.
The mayor expressed his regret at the fact that the City Hall does not have the instruments needed to stop the construction of unauthorized balconies and annexes to apartment buildings. “This is the prerogative of the State Construction Inspectorate. If those to blame for illegal construction are not held accountable during three months, they are not punished as the statute of limitations expires. We tried to demolish an illegal building, but were sued for infringing on the right to private property,” said Chirtoaca.
He noted that the existent regulations, approved in 2002, allow the apartment owners to reconstruct their balconies. “Based on these regulations, some build annexes with two and more rooms. The city’s exterior is made ugly. Powers should be given to the district head’s offices so that these can take decisions to demolish unauthorized constructions when necessary or make those who erected them to take them down during 24 hours,” said the mayor.
Dorin Chirtoaca underlined that the development projects fail because of the shortage of funds for implementing them. “The Chisinau budget should be ten times larger. The budget of Iasi city, which is smaller than Chisinau, is five times larger than our budget. During the last seven years, we received money to exist only, not speaking about money for development. We yet managed to successfully implement a number of development projects in the capital city,” he said.
