Ombudswoman Tamara Plamadeala accuses the Chisinau City Hall and Mayor Dorin Chirtoaca of pursuing hidden goals. In a news conference at IPN, she said that the municipality exceeded its authority when it took away the playground laid out by an economic entity in Rascani district of Chisinau.
Tamara Plamadeala said the municipality is flouting the court decisions concerning this playground. The representatives of the City Hall do not come to the hearings and ignore the legal provisions. Therefore, Plamadeala will request the Prosecutor General’s Office to start a criminal case against a number of municipal functionaries and against the mayor general.
Larisa Turcan, whose company laid out the playground, said that in September 2009 the local authorities authorized her to perform these works and issued her with all the necessary documents. After they removed tonnes of garbage from that area and invested €100,000 in equipment brought from Italy, the municipality decided to take away the playground. At 6am on July 3, a number of employees of the Rascani district head’s office removed the fence and dismantled the playground without informing the woman and stored them in an unknown place. Larisa Turcan was obliged to cover the transportation costs.
Larisa Turcan is bewildered by the actions of the municipal functionaries, especially because the official opening of the playground was attended by deputy mayor Nistor Grozavu and other officials. The woman said that she worked for over 10 years abroad together with her husband and wanted to invest the money in setting up a playground like in Europe. But the hidden interests prevail, while the children and parents do not have a recreational area that they deserve.
