Domestic abusers need help, specialist
Most of the men are not aggressors, but most of the aggressors are men and a lot of work should be done at psychological and physiological level, especially because 95% of the supervised aggressors abuse alcohol, the head of the Drochia service for domestic abusers Simion Sarbu said in a meeting of the governmental commission for gender equality, Info-Prim Neo reports.
“We are the first who decided to open an assistance center for domestic abusers. I went to Austria to find facts as we do not have such an experience in Moldova. I worked together with the Ministry of Labor, Social Protection and Family and international organizations. Before opening the center, we conducted a poll, which showed that 25% of the girls under 15 are aggressed in the family,” said Simion Sarbu.
He also said that the treatment given to abusers such as detoxification is costly and is provided in the hospital, but the aggressors usually do not have medical insurance policy and money for treatment.
“The law enforcement bodies in Moldova demand that the victim provide evidence of maltreatment. In Austria, they do not ask this. The victim goes to the police and reports the abuser. A criminal case is opened and the communication between the victim and the abuser is banned. The victim may forgive the abuser and can be even punished for this,” said Simion Sarbu.
He also said that the legislation of Moldova should be improved because the fines imposed on the persons who use violence against the family members are paid from the budget of the same family, additionally worsening its situation.
Simion Sarbu and other rapporteurs said domestic violence develops because the people are not sufficiently informed and the legislation is not adjusted to the reality. The experts recommended establishing closer cooperation relations between the central and local authorities, the social workers and other specialists in the field.
The service for domestic abusers is managed by the Drochia local authorities.
