The administration and doctors from the Hancesti district hospital dream of reaching the European Court for Human Rights (ECHR), if the national courts fail to cancel the order of the Health Ministry on appointing Alexei Zlatovcen as chief doctor of the hospital. The physicians support Petru Cibotaru in this position, designated by the Hancesti district Council. Earlier Petru Cibotaru worked as the deputy chief of the hospital, Info-Prim Neo reports. The president of Hancesti district, Anatolie Chetraru, told a news conference on Monday all the legal means would be applied to demonstrate the Health Ministry was promoting a candidate unable to run a health institution, as “they want to appoint docile people that can be influenced, including politically.” “The parliamentary elections are getting closer and the Health Ministry wants to have someone to promote the ideas of the ruling party in the hospital,” Anatolie Chetraru said. “The best programs to develop the district hospital were presented by Petru Cibotaru, while his opponent did not know where the hospital was in the city till the contest day,” Dumitru Mahu, a member of the contest board, has said. The doctors are indignant with the authorities not paying attention to solving their problem, as the hospital is run by two managers “one who signs and the other who works.” “Although we notified the Health Ministry, the Parliament, Government and even the President on this issue, nobody wanted to talk to us,” Mihai Farama, the medics' trade union leader says. According to the participants in the news conference, the conflict unleashed in December 2007, when the Health Ministry founded a parallel structure – the medical-sanitary institution “Spitalul Hancesti”, attempting to the assets of the Hancesti hospital. In its turn, the Medical Insurance National Company concluded the contract with the institution created by the Ministry, thus depriving the district hospital from financing. Now there are two institutions and two managers, while the assets are the same. Petru Cibotaru's supporters repeatedly organized a protest meeting last Sunday in Hancesti, joined by 200 people.
