An initiative group under the aegis of the INRECO Conflict Resolution Institute started to draft the regulations concerning the activity of District Consultative Councils. The document will regulate the activity of the given Councils, whose task will be to ensure a permanent dialogue between the people and the local public authorities in a move to improve the governance at local level. The first meeting of the working group was held in partnership with the Centru District Office of Chisinau. The meeting was attended by delegates of the municipal public authorities (public functionaries and local councillors), representatives of NGOs with experience in community development, of the business community and donors. The participants stressed the necessity of establishing a viable partnership between the local authorities and the civil society so as to ensure transparency and assist the citizens in making decisions. Afterwards, the working group will consult with all the groups concerned from the municipality of Chisinau and will hold two workshops in November-December 2007. This activity is part of the project “Improvement of Civil Society’s Capacity for Promoting Better Governance in Chisinau Municipality”, supported by the Civil Society Programme of Soros-Moldova Foundation and implemented with resources from the Swedish International Development Agency and from Soros-Moldova Foundation. The project implementation period is July 2007-July 2008. The public organization INRECO Conflict Resolution Institute aims to contribute to the social-economic development of Moldova in the context of the territorial reintegration and European integration by implementing programmes to develop human resources, solve the conflict situations and promote good governance.
