The distribution between apartments of the volume of water measured by the common meter is the prerogative of the manager of the networks of the given block. SA “Apa-Canal Chisinau” provides the public water supply and sewerage service based on a contract signed with the housing stock manager, while the consumed water is billed based on the data of the building’s common meter, IPN reports.

Following complaints from consumers, “Apa-Canal Chisinau” explained that the difference between the volume of water measured by the common meter and the volumes reported by the dwellers of the block until this April hasn’t been fully distributed by the company “Infocom”, in accordance with the orders made by the local public administration of Chisinau. It should be noted that the other managers that bear no relation to the municipal stock permanently paid for the whole volume of water measured by the common meter of the block.

When the regulations concerning the public water supply and sewerage service, approved by the National Agency for Energy Regulation, took effect, the orders made by the local public authorities became outdated. The distribution between apartments of the volume of water measured by the common meter is now the prerogative of the block manager.

Under the documents in force, in the apartment buildings where the contracts for the provision of the public water supply and sewerage service are signed with the managers of the given blocks, the services are invoiced based on the tariffs approved for the provision of such a service to the apartment building and the volume of water metered by the building’s common meter, by fully dividing the measured volume of water between apartments, in accordance with the volumes measured by meters installed in apartments. When the meters are absent, the volume of water is divided according to the applied consumption norms.

Thus, the difference between volumes will be excluded from the bills only after the National Agency for Energy Regulation approves special tariffs for the services for apartments and the distinct tariff. This will enable to directly sign contracts for the provision of the water supply and sewerage service with each dweller apart.
