If an international competition was staged to see how inventive the bureaucrats are in favoring particular political parties, especially when their preferred parties are in power, the Republic of Moldova would definitely be among the first, while the elections this year could be considered a record for the use of administrative resources, stated the executive director of the Institute for Development and Social Initiative “Viitorul” Igor Munteanu, who intends to compete in constituency No. 15 Călărași on behalf of the bloc ACUM DA PAS, IPN reports.
“In an electoral cycle, such actions as the distribution of brochures about the government’s accomplishments at customs posts represent influencing of people’s preferences,” Igor Munteanu stated in the talk show “Expertise hour” on Jurnal TV channel. According to him, the use of administrative resources at local level was intensified. Among the groups used as administrative sources are the foresters, doctors, teachers and postmen, who represent all the services that are regulated by the state.
“I saw one more element I would like to note: the ministers enter the electoral race without leaving their posts. The non-suspension from posts is nothing else but violation of the electoral standards and lack of equal conditions of political competition,” stated Igor Munteanu.
MP Lilian Carp, who wants to win a new seat in single-member constituency No. 21 Criuleni, Dubăsari, said the people should understand that what was earlier paid as cold-month allowances now turned into the financial assistance of 600 lei that is offered to pensioners. This sum is like “alms” from the ruling party, not like an allowance from the state. In the current election campaign, the sate institutions are extensively used by the government. “We witness the well-thought out orchestration of the actions taken by the government in a move to be able to rig more this electoral process and to mislead the people about the measures it must take,” stated the politician.
Historian Octavian Țîcu, who will run in constituency No. 16 Ungheni, said the Republic of Moldova is a failed state and the raises in pensions and salaries witnessed recently are impossible because of the lack of resources. “Moreover, very large loans will be raised and the state will be heavily indebted and the money borrowed now will have to be repaid in much larger amounts,” he stated, noting European funds will not come to the country as it is already evident that the election campaign will not be fair and the elections will be principally rigged.
