Mihai Corj, the president of the Lawmaking Institute “Lex Scripta”, supports the idea that political forces should take a seat and talk to solve the current political conflict. Corj says he is ready to join as a mediator of this conflict created between the parliamentary parties. “It will be better to reconcile things so that they can be normal again”, said the lawyer at a press conference today.

Mihai Cori called on both sides to show responsibility, to accept mediation and to acknowledge the uncertain state of affairs. In his opinion, in this case “the President can’t act as a mediator between the political forces because there will be a conflict of interests”.

Mihai Corj considers that one solution would be for the Constitutional Court to revise its ruling  from June 7 that dismissed President Igor Dodon’s request to clarify the deadline for the dissolution of Parliament. In its decision, the Court notes that the provisions of the Constitution are clear – “The three-month period (90 days) in which the newly elected Parliament must form the government starts from the date of validation of the elections”.

Corj said that the root cause of the political blockage and duality of power is the term “90 days”. According to him, the Court should revise that decision and recalculate the three-month period.

According to Mihai Corj, in conformity with  the Gregorian calendar, which is used in the Republic of Moldova, every month has a particular number of days, and there are leap years, and the fact that “90 days” is mentioned in parenthesis is not a sufficient interpretation of the Court.

In his opinion, the Court should revise the aspect of dates regarding the deadline of dissolution of the Parliament. Mihai Corj considers that the deadline has to be calculated from the date when the new Parliament has started its activity, meaning the deadline should expire on June 21.
