Detainees with good behavior will serve half of jail term at home

The detains who will behave well will be able to serve half of the jail term at home. A bill to amend the Penal Code drafted by the Ministry of Justice was endorsed by the Parliament’s legal commission for appointments and immunities, IPN reports.

Deputy Minister of Justice Anatolie Munteanu said the given mechanism does not apply to especially serious and very serious offenses, torture or trafficking in children. “We want to enable detainees to have a new concept of life so that they have a good lifestyle model and the previous convictions are not taken into account” he stated.

It is also suggested not escorting prisoners to the court of law in some cases. “The Ministry’s estimates show the penitentiary system and the police are unable to ensure the escorting of detainees to courts of law. In the European countries, many cases are examined through teleconferencing and financial and human resources are thus saved. That’s why we propose such a mechanism. At the initial stage, cases will be examined in courts of law and in penitentiaries, as it was until 2010, but also through teleconferencing. Trips by escorting cars won’t be thus necessary,” said Anatolie Munteanu.

The commission also discussed the amendment that deceases the period of stay in remand detention from three days to one day for the reason that the conditions in remand prisons are much stricter and the state of those held there is affected.
