Deputy justice minister proposes non-costly solutions for improving personnel management in penitentiary system

The problem of human resources in the penitentiary system can be solved with minimum financial resources, considers Deputy Minister of Justice Nicolae Esanu. He said that the prison personnel will be employed according to stricter criteria for assessing their skills and abilities. The issue was discussed at a roundtable meeting involving foreign experts on Tuesday, Info-Prim Neo reports. “The personnel should be highly qualified and be able to satisfy all the requirements. They must ensure the security and rights of the detainees,” said Vadim Cojocaru, deputy director of the Department of Penitentiary Institutions. He also said that the improvement of the skills of the staff in the penitentiary system is one of the Department's objectives. They aim to reduce the exodus of staff and change their mentality and attitude. Vadim Cojocaru stressed that the number of cases of abuse or other illegal acts against the detainees has decreased during the last 2-3 years. He also said that the officers will be employed taking into account their personal qualities, besides professional abilities. The candidates will also take a psychological test. The 17 penitentiary institutions working in Moldova employ more than 3,000 officers, non-commissioned officers and civilian personnel.
