In a joint statement, eight Democratic political organizations describe the draft state budget for 2008 as discriminatory, stressing that it takes into account only the political affiliation of the local administration and that it does not satisfy the real necessities of the people. The sums allocated to the districts that are headed by representatives of the ruling party are about tenfold higher than the sums allotted to the districts headed by Democrats. This division of the communities is extremely dangerous as it can dismember the society and destabilize the situation, the statement says. The signatories sensitize the World Bank, the European Union, the International Monetary Fund and other foreign donors to the fact that the budgetary sources and the assistance from outside are used for supporting the governing party and not for solving the major social and economic problems of the country. Also, the signatories ask the ruling party to review the draft state budget so that the public resources are distributed according to the real necessities of the settlements and of the people. Otherwise, the statement says, “we reserve the right to make use of the possibilities offered by the legislation to express our disagreement.” The general local elections held this year showed that the people do not have the same confidence in the governing party, which was unable to admit defeat. Representatives of the power threatened not only the new, democratic district administrations, but also the citizens, the statement says. The statement was signed by the Moldova Noastra Alliance Party, the Democratic Party, the Social Democracy Party, the Social Democratic Party, the Republican People’s Party, the Liberal Party, the Social Liberal Party, and the Centrist Union of Moldova.
