Decisional process to become transparent: Parliament

Citizens will be able to participate in drafting decisions of public authorities. The Parliament adopted a draft Law on the transparency of the decisional process, on October 16, in the first reading, Info-Prim Neo reports. According to the draft, the transparency in the decision-making process will be ensured by public authorities, both central and local, by informing the public concerning initiatives of drafting decisions, by offering the draft to people asking for it, by consulting citizens and their associations, by considering the recommendations by of citizens and their associations, by informing the public as to the adopted decision. When starting to draft a decision, the public authority is to place an announcement on its web-page, and in a room accessible to the public and/or will air it through central or local media. Consulting citizens will be done by public debates organized by the authority responsible with the draft. The recommendations from citizens and their associations will be accepted both in written form and orally. The sittings at which the public decision are adapted are public. According to Justice Minister Nicolae Esanu, unlike the Law on the access to information, which allows citizens to have access to official information held by public authorities, the new law is to enable citizens and their organizations to actively participate in drafting decisions through suggestions and recommendations. Unlike direct democracy, the new law does not enable citizens to adopt the final decision. This will be further done by authorities, which will decide whether to include the citizens’ recommendations into the drafts or not. The draft is to be considered in the second reading and will enter force 3 months after publication.
