Debate on merged bill on electoral system

Under the bill that resulted from the merger of the two initiatives to change the electoral system, 50 MPs will be chosen based on party lists, while 51 by uninominal constituencies. The MPs will be elected by one round, with a relative majority of votes. For the Transnistrian regions, the election will be organized on the territory controlled by the constitutional authorities. The new bill does not contain the provision concerning the dismissal of MPs, IPN reports.

If the mixed-member electoral system is implemented, the candidates should be able to take part in elections either on party lists or in uninominal constituencies so as to avoid doubling, said politologist Alexandru Solcan, who took part in the public debate on the amendment of the electoral system that was held in Parliament on May 25. According to Solcan, the candidate should choose and such a restriction should be stipulated in the law. Also, the election threshold for parties should be decreased to 5%, while for electoral blocs to 6%.

Analyst Roman Mihaes said that even if he is a supporter of the uninominal voting system, he welcomes the fact that a broad consensus was reached in Parliament as the merger of the two initiatives to modify the electoral system, proposed by the Democratic Party and the Party of Socialists, was supported by a majority of votes. The mixed-member system will ensure a balance. On the one hand, there will be MPs elected on party lists. On the other hand, there will be MPs elected directly by the people. This will enable persons who do not have chances to be elected based on party lists because they are not promoted by party leaders to enter Parliament.

Political analyst Vitaly Andrievski stated that no separate constituencies should be created for the diaspora. The Moldovans abroad and the voters from the Transnistrian region should be registered in the national constituencies.

Ecaterina Mardarovici, representative of the Platform for Gender Equality, said she remains a supporter of the current party-list proportional representation system and is convinced that this is a friendly system that contributes to the achievement of the objective to ensure gender equality.

Expert Sergiu Ungureanu said everyone says the people lost confidence in parties and, paradoxically, the same parties come up with a solution. This is doubtful. As to the diaspora, the expert said the Republic of Moldova does not have legislation that would stipulate the size of this and who is considered the diaspora. Given that a bill of major importance is discussed now, it could be opportune to hold a referendum on the issue to see what the opinion of the population is.
