Moldova should review its status of neutrality given the regional threats, director of the Institute of Political Sciences and International Relations of the Romanian Academy Dan Dungaciu said in the talk show “European Horizon” on TVR Moldova channel, IPN reports.
According to Dan Dungaciu, this problem should be solved by the Constitutional Court. “The Constitutional Court is to now decide how legal this article on neutrality is. In case of aggression, with this status of neutrality Moldova will remain with its arms tied. Neutrality is impossible when there are foreign military troops on a country’s territory. Moreover, before the Agrarian MPs adopted the Moldovan Constitution in 1994, the draft fundamental law contained the glotonim ‘Romanian language’ and the status of neutrality wasn’t stipulated. Earlier, the Constitutional Court ruled that the Romanian language is the official language, as it was provided in the Declaration of Independence, which comes before the Constitution by importance. I think the same path should be followed in the case of the neutrality status,” he said.
Dan Dungaciu also said that the purpose of the Russian troops deployed in Transnistria is no longer relevant. “Russia detached these troops on Moldova’s territory with the aim of preventing Moldova’s union with Romania. If this thing happened, Transnistria was to be left out. Now this problem no longer exists. It is much more difficult to resolve the Transnistrian dispute now than in 1992. A new generation appeared, educated based on the principles of separatism, which believes in this Transnistrian republic. The former leader of the breakaway republic Igor Smirnov was brought by Moscow from Kamchatka with a particular goal, but now the local administration includes leaders who were brought up and educated in Transnistria,” he stated.
