The DA Platform demands the repeal of the Emergencies Commission’s decision that made it mandatory for companies to pay out net profit and dividends to associates exclusively by bank transfers. DA Platform representatives told a press conference on Thursday that the measure has implications for the economy and the business environment in particular.
Zinaida Cebănaș, and entrepreneur and president of DA Platform Râșcani, said that the Commission’s decision only benefits commercial banks, which have reported “impressive profits” in recent years anyway. In 2022 alone, banks’ profits rose 58.6% year-on-year, against the backdrop of “major declines” in other sectors of the Moldovan economy.
While the DA platform supports the need for digitization and the use of bank cards, the party believes that the commission fees are too high. In this context, the DA Platform proposes to amend the Law on Entrepreneurship and Enterprises, so that the installation of cashless payment terminals of commercial banks and/or digital payment providers licensed by the National Bank remains at the discretion of businesses, and the commission for servicing the payment terminal to be negotiated directly between the business (depending on the geographical area, economic situation and other factors) and commercial banks or payment providers.
Another proposal is to amend the bill submitted by the Government on August 11, 2023. In the paragraph that says “entities and individuals engaged in entrepreneurship, organizations, representative offices and other types of entities have the right to make payments in the form of dividends to all associates or shareholders in cash in an amount not exceeding 100,000 lei annually” the phrase “to all” should be replaced with the phrase “to each”. The DA platform welcomes the establishment of the limit of 0.1% for the commissions imposed by payment companies when settling with individuals and encourages the approval of this bill.
