Court of Accounts may be able to audit Moldova Gaz

The Court of Accounts may be able to audit not only state enterprises or firms in which the State has the majority share, as provided by the current legislation, but also joint stock companies where the State’s share is less than 50%+1. For example, in Moldovagaz the State does not have the majority, but the value of the stock package it owns is higher than 5 million lei, according to president of Court of Accounts (CC) Serafim Urecheanu. Urecheanu told Radio Moldova that there is an amendment bill, through with the CC would be granted the right to audit all JSCs in which the State has a share worth more than 5 million lei. He expressed his hope that this legislative initiative of the MPs would be examined and adopted in the autumn-winter session of the Parliament. The CC president said that the transparency in presenting the recommendations of Court’s Reports has determined the audited entities to be more receptive to them. According to the official, there are improvements, not only with respect to spending public money, but in the management of public patrimony, where, as mentioned in most of the Court’s audit reports, many deficiencies were registered, including lack of Cadaster registries for 60% of public realty and their adjacent structures. According to Serafim Urecheanu, the CC will continue its practice of carrying out parallel audits with counterpart agencies from other countries. “Together with our partners and colleagues from the Russian Federation’s Court of Accounts, we will undertake a parallel audit on the gas supply from Gazprom to Moldovagaz, in order to see how the money transfers for the supply are made throughout the chain, what problems arise in the payment procedure, and we are open to making there details public. Additionally, we will make a parallel audit of the public funds allocation, the use of grants given for the destroying of old ammo from warehouses on the left bank of the Nistru. The first parallel audit with our colleagues from Russia aimed at the efficient use of export opportunities for agro-alimentary goods from Moldova; opportunities that were offered by the bilateral collaboration agreement. We are also expecting a visit to Chisinau of the Romanian CC president; I believe we could undertake parallel audits with them as well. I have talked to our colleagues from the Polish Court of Accounts, and we want to make an audit on the Railways; they will help us by lending auditing specialists in such narrow fields”, specified Urecheanu. He added that the audit reports on the Main State Tax Inspectorate, and Customs Service income management, as well as the audit report on the Government regarding the execution of the State Budget for 2011, which is to be presented on Friday.
