Court of Accounts finds Broadcasting Council problematically manages public money
“The Broadcasting Coordinating Council (BCC) has not developed a by-law to use the money from the Broadcasters Support Fund,” reads a report issued by the Court of Accounts (CA), which recently audited the BCC. The CA report and a governmental decision in this respect were published in Monitorul Oficial of April 28, Info-Prim Neo reports.
The CA also found financial deficiencies in documents mirroring the reparation of the new headquarters of the BCC on V. Parcalab str., 46, from Chisinau.
According to the new Broadcasting Code, in force since July 27, 2006, the money “coming from other sources than the state budget shall go to the Broadcasters Support Fund, which shall have a separate by-law, developed and published by the BCC.” The BCC has not adopted such a regulation for almost three years since the new Code is valid. Consequently, the Court finds that this fund gained 2.4 million lei in 2008, as only 2% of it was used.
The BCC got money from the Government's reserve fund to revamp its new quarters. But, according to the Court of Accounts, “checking the financial situations of the BCC (...) in 2008, we found that in some cases the situations had been irregularly registered, consequently an amount of 290,900 was registered as expenditures. We found exaggerations on the part of the entrepreneur (the company realizing the reparation “Sagitod-Grup”– e.n.) worth 76,400 lei.” The CA considers the repair works cost less than the BCC payed for.
The Court also found that the BCC committed deviations by not observing the norms in procuring goods and services, divergences in the documents confirming the total area of the building from V. Parcalab str., by not adopting a regulation on using the money from the Broadcasters Support Fund.
