No seminar or training courses will help if the leadership of the state does not support the corruption prevention and combating efforts, Council of Europe expert Henriette Schatz said at a news conference on February 1. He said that the authorities should support the implementation of the methodology for assessing corruption risks at law enforcement agencies and in the judiciary system. Henriette Schatz said that this methodology should become a norm for all the public services, stressing that the Parliament seems to provide the necessary support. The approval of the methodology will be a first step towards improving the situation in the field, she said. Asked about the possible progress in combating corruption in Moldova, another CE expert Maurizio Varanese said that it is not opportunely to answer this question directly, but stressed that he does not know dignitaries convicted of corruption. The two experts taught a training program to the law enforcement bodies, instructing them how to assess the internal corruption risks at their own institutions, paying attention to the vulnerability and risk factors. Representatives of the institutions that attended the courses said that the proposed methodology will help examine and review the internal normative documents and the entire activity. The seminar was organised by the joint Council of Europe and European Commission Project against Corruption, Money Laundering, and Terrorist Financing in the Republic of Moldova (MOLICO) in cooperation with the Group for Monitoring the Implementation of the National Anticorruption Strategy.
