Cooperation between the state and NGOs is not well-developed at present, say experts
There are no serious problems between the NGOs and the state, but the cooperation between them is not yet well-developed. If the best practices of the neighboring states are not assimilated, there will be a lot to lose, chairman of the NGO “Eco-Tiras” Ilya Trombitski said at the roundtable meeting themed “Activity Environment of the Nongovernmental Organizations in Moldova and Legislative Measures Needed to Improve It” held on November 12.
He said that the Eastern European states that joined recently the European Union had legislation similar to Moldova’s at the end of the last century, but they took important steps in the area. The Moldovan legislation has not changed much in the past seven-eight years.
Among the problems, Trombitski mentioned the difficulties in reporting to the fiscal bodies, the cooperation between the NGOs with the profit-making sector. The cited source said that the Government should approve a strategy for cooperation with the NGOs, while the Parliament should adopt a civil society development strategy.
Speaker Marian Lupu said that an analysis of the activity environment in the private sector in Moldova will reveal positive tendencies as well as shortcomings resulting first of all from the imperfections of the existent legislative framework in the area. The national legislation on the nongovernmental sector crystallized chaotically and fragmentarily, without addressing all the problems confronting the sector, he said. Another problem is the fact that the non-commercial legislation is a specific area that differs essentially from the commercial legislation, while the number of professionals familiar with these specifics, including with the particularities of the good international practices in the area, is limited. At the same time, the speaker welcomed the adoption of the Conception of the Cooperation with the Civil Society. The last two years’ experience shows that the decision to more insistently discuss with the intellectual potential of the civil society was correct, while the civil society represented and continues to represent a barometer of the legislative processes based on political neutrality towards the legislation that is yet to be adopted, he said.
The roundtable meeting was organized by the Parliament with the support of the European Commission, in partnership with the public association "Eco-Tiras" and the Budapest-based European Centre for Non-Commercial Legislation.
