The residents of an apartment building on Dacia Avenue complain they don’t have any adequate oxygen or light in the yard since several trees were downed and the building of a bar began nearby. The people asked the Mayor to intervene and Dorin Chirtoaca promised them the construction would be halted until the issue is discussed one more time at the Botanica District Head's Office, Info-Prim Neo reports. The mayor claims he can’t annul the authorization for construction because it had been issued in 2003, before he was elected. In 2007, the company that rented 350 meters outside the apartment building won the lawsuit at the Supreme Justice Court. The general urban planning of Chisinau Municipality allows the building of commercial institutions on Dacia Avenue, at a distance of 10-11 meters from apartment blocks. “Construction standards in Moldova are adapted to the degree of illumination. Compared to other European cities, the distance between blocks in Chisinau is pretty big”, added Chirtoaca. He promised the people that the District Head's Office would discuss the issue one more time and the works would be suspended until then. Vasile Bolea, lawyer of the charity foundation “Solutia” and representative of the building's residents, suspects that the authorization was falsified because the papers must be done by a notary, with the written confirmation of the residents, which didn’t happen. “Our legislation is different from other countries’. We aren’t in Bucharest or Vienna. We live in Chisinau and must respect our laws”, said Bolea. PCRM municipal councilor Valerii Pavlov attended the meeting and demanded the stopping of construction works, which infringed on the residents’ rights to recreate outdoors. If the problem isn’t solved, the residents threatened to stand in the excavator’s path and block all the equipment that works outside the apartment building.
