Deputy Prime Minister and Minister of Economy Valeriu Lazar in the May 21 meeting of the Government presented information about the measures taken over the last three months to implement the roadmap for removing the constraints on businesses, which was approved last September.

The official said the amendments made to the Tax Code partially refer to the VAT and customs tax payment term. The new term is 180 days of the importation of raw materials, accessories, primary packing and articles used to make goods exclusively for export.

The number of physical checks on import and export decreased by 3.5% and 6% respectively compared with the start of this year. A maximum period of 20 minutes was set for examining customs declarations through the green clearance corridor and the work program of 11 customs posts was extended. They now work throughout the week from 8am until 8pm.

The requirement to open a temporary bank account and to put at least 40% of the company’s registered capital in it within the startup process was eliminated. The e-Licensing service is being implemented. The procedure for obtaining construction authorizations and licenses was simplified. The period of time needed to obtain them deceased from 291 to 70 days, while costs fell from 17,270 to 5,329 lei.

“The most serious difficulties were encountered in the process of creating one-stop shops at authorities issuing authorizations, licenses and other mandatory documents. Only nine of the 15 authorities were such shops will work and will issue 57 authorizing documents have worked out functioning regulations by May 15, for 26 documents,” said Valeriu Lazar.

He underlined the necessity of strengthening the cooperating between the State Chancellery and the ministries in promoting normative documents and bills. He referred to the revision of the labor legislation with a view to improving the business climate and of outdated provisions of the fiscal legislation.
