Constitutional Court to pronounce on procedure for electing head of state today

The Constitutional Court on September 20 will answer the application of a group of lawmakers, who asked the Court if the legislative body can or not pass an organic law to amend the Constitution so as to institute a procedure that would guarantee the election of the President and would not allow for the repeated dissolution of Parliament, Info-Prim Neo reports. The application was filed on April 6 and was signed by three MPs of the Alliance for European Integration - Mihai Ghimpu, of the Liberal Party, Tudor Deliu, of the Liberal Democratic Party, and Raisa Apolschii, of the Democratic Party. The lawmakers inquired if the procedure for electing the head of state, described in Article 78 of the Constitution, can be applied repeatedly after the early election of the new legislature following the dissolution of the previous Parliament in connection with the impossibility of electing the President. Currently, there are no constitutional and legal procedures banning the repeated dissolution of Parliament as a result of the non-election of the head of state and obliging the legislative body to use a sustainable procedure for electing the President. Earlier, the leaders of the Alliance for European Integration said the solution for electing the head of state will be made public on September 21, after the Constitutional Court pronounces on the issue. The leader of the Liberal Democratic Party Vlad Filat repeatedly said that the Lib-Dems are against amending Article 78 of the Constitution by an organic law.
