The Russian Federation is not obliged to implement all the decisions of the European Court of Human Rights (ECHR). The Constitutional Court of Russia on July 14 decided that the country will not implement the decisions that run counter to its Constitution. It should be noted that on October 19, 2012, Russia was found guilty of violating the right to education of the students of the Moldovan-administered, Latin script schools in Transnistria and was obliged to pay by €6,000 to all the 170 plaintiffs and €50,000 court costs, but it hasn’t paid the money so far, IPN reports.
Russian constitutional judge Sergei Mavrin was quoted by the Russian News Agency Ria Novosti as saying that this decision does not mean that Russia boycotts the ECHR. It will only examine each decision with which it will disagree separately so as to see if it does not run counter to the country’s Constitution.
The ECHR convicted Russia of violation of the human rights in Transnistria in a number of cases, given that Moldova does not control this part of its territory, while Russia continues to maintain military troops in the region, without the consent of the constitutional authorities.
