The post of minister should be held by upright persons who are not featured in investigations conducted by the National Integrity Commission and in reports compiled by the National Agency for Energy Regulation and who have appropriate experience in the field of which they will be in charge, presidential adviser Maxim Lebedinschi stated, commenting on the Constitutional Court’s decision by which President Igor Dodon is temporary removed from office so that the decrees to appoint Silvia Radu and Nicolae Ciubuc as ministers could be signed by the Speaker or the Premier, IPN reports.
“It is regrettable that the Constitutional Court neglected also the Constitutional Jurisdiction Code that is the only procedural document by which the Court should abide. Under the Constitutional Jurisdiction Code, two MPs cannot bring such proceedings. This is within the remit of Parliament, which should have initiated such a procedure based on a decision signed by the Speaker,” stated the presidential adviser.
Maxim Lebedinschi noted that the way in which the two candidates for ministers will act is fully the current government’s responsibility. It will be the citizens who will assess the government’s acts and the President’s acts.
The Constitutional Court on September 24 passed a judgement saying the Speaker of Parliament or the Premier will hold office of President on an interim basis to sign the decrees to name the two candidates for ministers whom Igor Dodon rejected after the Prime Minister fielded these for two times.
