Constitutional Court demands setting terms for dissolving Parliament

The Constitutional Court says the Parliament should fix a date by which the Acting President must notify the Court of the appearance of circumstances leading to the dissolution of the legislative body, Info-Prim Neo reports. The law on the election of the head of state says the Parliament cannot be dissolved twice a year, but the terms during which the decision to dissolve it should be taken are not specified. “In order to avoid suspicions, the legislators in the future electoral process should decide how to deal with these omissions in the law on the procedure for electing the head of state. The set terms could be later included in the Constitution,” the president of the Constitutional Court Dumitru Pulbere said after Tuesday's hearing of the Court. Pulbere considers that the legislative body has enough time to modify the law by June 16, when it is one year from the last dissolution of the Parliament. However, he said that the introduction of new articles in the Constitution is a longer process. On October 30, 2009, the Parliament of Moldova modified the law on the election of the head of state, which now says that the legislature can be dissolves not earlier than one year from the last dissolution.
