Constituency Commission ‘won’t be independent’, expert

The Commission for drawing the constituency borders for the next parliamentary elections will not be an independent one, as it has been designed from the start to be independent just on paper, while being politically subordinated in practice. The view was shared by Stefan Gligor, program director at the Center for Policies and Reforms, during the talk-show “Punctul pe Azi” at TVR Moldova, IPN reports.

In his opinion, most of the members of the commission will represent the political interests of the parties currently in power. “This commission has no chance to be objective and politically unaffiliated. It has been designed from the start as a tool of political influence. I’m certain that the constituencies will be drawn faultily and will most likely favor some parties. Because of this, I don’t expect the commission to have even a shred of impartiality or independence”, explained Gligor.

Pavel Postica, program director at Promo-LEX, thinks that the body drawing the electoral constituencies must have the trust of society and there should be no suspicions towards any of its members. According to him, the constituency borders are not even in the Electoral Code at the moment. “From our point of view, this is one of the biggest possible violations”, he said.

Another issue highlighted by the experts is that even though the commission hasn’t been created yet, the Ministry of Justice has already prepared a draft regulation for the commission’s activity, which goes against all rules. The experts say that the regulation should have been prepared by the members of the commission and not by the government.
