A number of dwellers of a four-story building located on Grigore Vieru Blvd. in Chisinau came into conflict with the company that started to erect attic-like apartments on their building. They said they were misled as they gave their consent to repairing the roof, not yet to constructing attic-like apartments, IPN reports.
After dwellers and representatives of the company pushed each other on Thursday, June 6, Mayor Dorin Chirtoaca Friday tried to remedy the situation and called a meeting with the dwellers, the private investor and persons in charge from the municipal divisions. The mayor said that an order was made to suspend the works until the conflict is resolved. “This is a strictly private matter, involving the association of dwellers and the construction company. The City Hall cannot intervene. The conflicts must be settled in a civilized way without violence,” he stated.
The dwellers said they are against the construction of attic-like apartments as the building is 50 years old. On the other hand, the block’s manager Grigore Perciun said that 2/3 of the dwellers gave their consent to modernizing the building and constricting attic-like apartments on the fourth floor. The company’s representative Vitalie Craciun said the works started on May 21 and nobody was against then.
According to Dorin Chirtoaca, the construction of attic-like apartments solves not only the problem of leaking roofs, but also of the internal piping system, stairs and basement that are in need of repair. But everything should be done by consensus. “The regulations approved by the Municipal Council say that 2/3 of the persons living on the last floor must give their consent before initiating the works. The recent conflicts show that the regulations should be modified and the rules should be toughened up. A provision may be included to oblige the constriction company to obtain the signatories of all the dwellers,” said the mayor.
There are 44 apartments in the given building.
