Competition watchdog says oil competition should be displayed on boards

The competition in Moldova's oil market should be displayed on boards, considers the head of the National Agency for Competition Protection Viorica Carare. In a news conference on Tuesday, she stated that the oil retailers offer rebates and apply other prices than those put on boards and thus there is created unhealthy competition, Info-Prim Neo reports. The Agency says the transactions should be performed according to the prices displayed at filling stations. The discounts should be given in a centralized way, on the basis of the receipt. The discount policy must be transparent and dependent on the purchased volumes. There should be implemented a transparent monitoring system. “There shouldn't be different prices – one on the board and another one behind the board. This competition can be displayed on boards using fiscal instruments,” Viorica Carare said. She also said that another barrier that should be removed is the size of the own capital fixed at minimum US$750,000. The oil importers should no more be obliged to own or rent storehouses with a volume of at least 5,000 cubic meters, and to notify the National Agency for Energy Regulation of the intention to raise the prices at least three days before putting it into practice. Viorica Carare said the Government was informed about these measures for many times and the Parliament will also be notified.
