Communist MPs dispute assumption of responsibility by Government in Constitutional Court

The parliamentary group of the Communist Party filed a challenge to the Constitutional Court by which it demands determining the constitutionality of the procedure for adopting seven laws by the assumption of responsibility by the Government before Parliament, IPN reports.

According to a communiqué of the party, society is witnessing the violation of the principle of separation of powers in the state. “The executive does not want to submit bills to Parliament according to the ordinary procedure. The reason is evident – the parliamentary majority does not want to debate them publicly and to ensure transparency so that the people are informed about the way the state money and property are managed,” says the communiqué.

The Communists consider that the exclusion of Parliament from the lawmaking process runs counter to the principle of supremacy of powers in the state. This way, the legislature becomes nonfunctional and the conception of representation is minimized. “The assumption of responsibility by the Government is no longer an exception. This is becoming a rule that endangers the rule of law,” they said.

On September 25, the Government assumed political responsibility for seven bills before Parliament. It did so also at the end of the spring-summer session of the legislature, when it assumed responsibility for eleven bills.
