Communist faction on CMC still without three seats of councilor
The Communist faction on the Chisinau Municipal Council (CMC) remains without the three seats of councilor that, according to the Chisinau Court of Appeals, were illegally invalidated last September, Info-Prim Neo reports.
In the February 21 meeting of the CMC, the leader of the Communist faction Boris Golovin proposed that the agenda should include one more item – the invalidation of the three seats of councilor. But the proposal wasn’t accepted. The municipal councilors of the Alliance for European Integration and the Socialist ones abstained from voting.
However, the leader of the faction insisted that this viewpoint should be added to the agenda if there is a relevant court decision. “It is a month since the court passed judgment. It was in our favor. You have a majority of seats. So, what’s the problem?” asked Boris Golovin.
Mayor of Chisinau Dorin Chirtoaca said this issue cannot be included in the agenda because the court did not inform about the decision and thus there is no legal reason for adding it to the agenda.
On January 25, the Court of Appeals ruled that the CMC meeting of September 29, 2011 was illegal. Then, the Communist councilors held the meeting in the absence of the AEI councilors and the Council’s secretary and decided to invalidate the seats of three members of the Communist faction and give them to the substitute candidates on the list. The mayor said the meeting was illegal as the acting secretary of the CMC can be elected by 26 votes, while Igor Dodon and Zinaida Greceanyi were not able to vote as they renounced their seats. Last October, the court appealed the decision taken by the Communist councilors to court.
