Communist councilors in Balti accused of favoring economic entities in exchange for support in elections

Two Balti councilors accuse their Communist colleagues in the Municipal Council of adopting fraudulent decisions that favor economic entities in change for financial support in the electoral campaigns of the Communists Party (PCRM), Info-Prim Neo reports. At a news conference on October 12, councilor Sergiu Banari said that the representatives of the PCRM in the local council continue to commit illegalities and cause damage to Moldova and its people. “Besides misinforming the public about alleged failures of the new administration, the Communists councilors in Balti, who hold a majority in the Council, continue to use fraudulent schemes, depriving the local budget of millions of lei,” he said. According to Banari, the Communists councilors on October 8 took a decision to build and outfit public transport stations that will contain street advertisements. Banari said that by the given decision the local budget was deprived of about 10-15 million lei (6%). Under the given decision, Epa Media Company will be allocated plots on which to build 100 stations that will be 21 square meters in area each. Each of the stations will have luminescent billboards of 3.98 square meters. Epa Media pledged to invest 5.4 million lei in the given project. In order to help it recover quickly the investment, the Communist councilors allocated another 180 places for billboards to it without holding a tender contest. The company will be able to lease publicity spaces occupying an area of over 3,000 square meters. “Selling a square meter for 6-10 euros a month, Epa Media will make 3.8 - 6 million lei a year,” Banari said. Sergiu Banari also said that this way the municipal councilors started to prepare for early parliamentary elections, as they did in the previous electoral campaigns. “The reports by the Communists show that they spent no money on advertising during the last local elections in Balti, but the town was full of election posters and advertisements in their favor,” Banari said. For his part, Balti councilor Sergiu Iordan said that by their decision the Communist councilors broke the law on the public-private partnership as they did not ask all the necessary documents and did not hold tender contests. “We hope the given cases will be investigated. If no measures are taken, we will appeal to court,” Sergiu Banari said, adding that if the cases are examined, the 22 Communist councilors who adopted the decision on October 8 will face prosecution.
