Communist and Christian-Democrat councilors transferred to a company the additional land of the Children Art Center

A company from the capital obtained possession of a plot of land, located in a park, after the Communist and Christian-Democrat councilors voted a draft on renting the land for a 5-year term, with the drafting of the company’s headquarters and construction of an apartment block. At the same time, the same councilors rejected the decision draft on providing 5 plots of land to veterans of Moldova’s Independence War. Municipal councilor Oleg Cernei announced that the plot of 21 hectares is placed between the National Children and Teenagers Art Center (CNCCA) and the Park-Dendrarium, with the judicial address: Stefan cel Mare avenue 169. The draft was promoted by the Communist councilor Victor Odobescu, who is interested, in Cernei’s opinion, in providing the land to the Joint-Stock Company „Energoimpex”. Oleg Cernei mentioned that this decision’s voters pretended not to hear his proposal to auction this plot also pretended by CNCCA. They recalled the decision of the Supreme Justice Court who, in April 2006, decided to estrange it. Councilor Cernei was surprised by the silence, during the CMC discussions, of the municipal prosecutor who, he highlighted, is obliged to announce the illegality of this decision. At the same time, Cernei underlined, the representatives of the same factions were against providing 5 plots of 5 hectares, on Grenoble Street, to ex-fighters who live in very difficult conditions. The members of the Construction, Architecture and Land Resources Commission of CMC, Svetlana Popa, leader of the Communist fraction, and Communist councilor Valeri Pavlov refused to comment the decision. Councilor Victor Odobescu could not be found for two days. In his turn, CNCCA deputy head, Grigore Oxinte, considered the CMC decision “a step not thought through” and even „a violation of the legislation”. Beside the fact that the local councilors deprived the children of the necessary territory for for the education process and leisure, they have ignored the provisions in light of which the adjacent territories are managed by the institutions situated on them, Oxinte mentioned. He was disturbed by the fact that the Center’s management was not asked, or, at least, informed about the renting of the land. According to him, the 150 children, going to the plastic art class within the CNCCA will be deprived of the painting lessons they were doing in the park, and those in the photo section – of the possibility to learn their job close to nature. Now CNCCA is visited by 1,400 children.
