Common vote of PSRM and ACUM to restore previous electoral system is possible, analyst

Political analyst of the Jamestown Foundation and Eurasia Daily Monitor Vladimir Socor said the common and most urgent objective between the bloc ACUM and the Party of Socialists is to restore the previous electoral system. Without this return to the previous electoral system, any decision in Parliament, even if it is adopted, can remain without practical consequences as elections will be anyway held and the Democratic Party will win again owing to the mixed electoral system, IPN reports.

“So, any decision adopted in Parliament before the snap elections or before the ordinary elections could be destroyed, invalidated by the result of the upcoming elections. That’s why the restoration of the previous electoral system is the key emergency and the vital objective both for the Socialists and for the bloc ACUM,” the analyst stated in an interview for Radio Free Europe.

According to him, a common vote in Parliament if ACUM and the Socialists reach an agreement could result in the restoration of the proportional representation system that was removed by an agreement between Vlad Plahotniuc and Igor Dodon. The new system favored Vlad Plahotniuc a lot to the detriment of Igor Dodon. There was great opposition to and criticism of Igor Dodon’s proposal to reach such an agreement inside the PSRM.

As regards an eventual minority government about which the leader of the Party “Action and Solidarity” Maia Sandu speaks, the analyst said the composition of this should be seen first. It now depends who forms part of this team and if this team has the necessary professional powers. “I think this will have as I trust the leaders of the bloc ACUM, but repeat that any legislation adopted before snap elections risks being invalidated and reversed by the result of snap elections, if these are held under the current electoral system,” he stated.

As to the negotiations between the PSRM and the PDM, Vladimir Socor said the creation of a majority is the first step towards forming a coalition government between the PSRM and the PDM, but these should agree on the division of the ministries. It will be very hard for the two parties to come to terms. Such a government would condemn the Socialists to a minority role. However, if the Democratic Party forces snap elections because it has the bread and knife in its hands, the Socialists will lose again and will have fewer seats of MP than at present.
