The commission of inquiry into the tender contest held to select the contractor for repairing Stefan cel Mare si Sfant Blvd, Costache Negruzzi Blvd and Vasile Alecsandri St will present its final report in the October 21 meeting of the Chisinau Municipal Council (CMC). The commission’s head Veaceslav Bulat and commission member Victor Gurau, who are both Chisinau councilors, announced that they will demand annulling the results of the tender contest, IPN reports.
Veaceslav Bulat told a news conference that the contest was held with a number of violations of the local laws and of the regulations of the European Bank for Reconstruction and Development (EBRD). Mayor Dorin Chirtoaca took out loans without the Chisinau Council’s consent and negotiated a loan in conditions that are disadvantageous for the municipality. Also, the contractor designated as winner was favored though it didn’t meet even the conditions required for taking part in the tender contest.
Victor Gurau accused the Chisinau City Hall of traffic of influence, fixing of the tender contest, favoring of an economic entity, corruption and document forgery. The contest results weren’t registered with the National Public Procurement Agency. Tomorrow the commission will present its report and will demand that the contest results be annulled and that a new contest be held. Even if the EBRD may withdraw its financing, as Dorin Chirtoaca warned earlier, this will be the mayor’s blame.
The CMC will hold a meeting on October 21, starting at 10am. The presentation of the commission of inquiry’s report is the first item on the agenda.
