The tender contest for repairing Stefan cel Mare Blvd and the streets Vasile Alecsandri and Constantin Negruzzi in Chisinau was held with serious violations. This is the conclusion of the commission of inquiry consisting of Chisinau councilors. On the other hand, Mayor of Chisinau Dorin Chirtoaca says the contest was held in accordance with the regulations imposed by the backers, IPN reports.
“We recommend the unit implementing the project and the Transport Division to immediately initiate the procedure for modifying the lending contracts. We also propose abrogating the ordinance by which an evaluation commission was set up and creaming a new commission that will include representatives of the Chisinau Council. We also consider the bids should be reassessed,” the head of the commission of inquiry Veaceslav Bulat said in the October 16 meeting of the Chisinau Municipal Council.
For his part, Dorin Chirtoaca said the results presented by the commission are a political act at the beginning of the election campaign and warned the municipal councilors that the annulment of the results of the tender contest could negatively affect the relations with the European backers. Representatives of the EBRD sent a letter to the municipality, expressing their regret at the delays and saying that the contract to the value of €22ms with the Chisinau municipality could be terminated.
The mayor also said that he reserves the right to sue the councilors who hamper the implementation of the project, if the EBRD suspends the financing of the repair of streets in central Chisinau, and will seek damages equal to the size of the missed funding.
The municipal councilors agreed to meet again on October 21 to take a final decision over this case.
